Membership and Meetings

The Committee comprises the Chair of Governors, the Vice-Chair for each school, the Chair of each of the regular Committees, the Chair of the Pay & Conditions Committee, and the Headteacher. The committee is chaired by the Chair of the Governing Body. Meetings will be held at the beginning of each term, with a quorum of three  members for attendance and voting.

Between meetings authority is given to the Chair to agree with the Headteacher any action, within the remit of this committee, necessary for the smooth running of the school.

Functions and responsibilities
The purpose of the committee is to undertake a strategic and co-ordinating role in relation to each school and the federation as a whole.

Specific areas are :

Strategy

To establish and keep under review Standing Orders, Terms of Reference, and Code of Conduct for the Governing Body and the delegations to committees and individuals.

To consider recommendations made by committees with regard to the working of the Governing Body

To be available and respond to matters of particular difficulty, sensivity or emergency and offer advice to the Headteacher

To consider issues related to strategic planning, for instance leadership re-structuring proposals.
To make recommendations to the Governing Body to establish exceptional working arrangements where particular circumstances arise e.g under the Building Schools for the Future projects.

Business

To confirm, in the autumn term meeting, the programme of work and calendar of meetings for the school year, based on known cycles of school improvement, financial management, staffing issues and communication with parents.

To review the business of the previous cycle and to agree the work of the Governing Body and its committees for the term ahead and beyond where necessary.

To monitor the progress of work being undertaken by committees and individuals

To undertake annually in the summer term a self-review of the effectiveness of the Governing body and its practices and procedures using the Ofsted framework, and initiate action as required.

To establish and keep under review the Critical Incident Policy and procedures for each school

To establish and keep under review arrangements for Governors’ visits to each school.

To monitor the induction, training and development needs of governors in liaison the  designated Training and Development Governor.
